Notice of the Ministry of Transport and the Development and Reform Commission on the phased reduction of port charges and other matters

　　The transportation departments (bureaus, commissions), development and reform commissions, and price bureaus of all provinces, autonomous regions, and municipalities directly under the Central Government, the Yangtze River Navigation Administration of the Ministry of Transport, the Pearl River Navigation Administration, and the maritime bureaus directly under the Ministry of Transport: 

　　In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, and coordinate the prevention and control of the new crown pneumonia epidemic and economic and social development, it has been decided to periodically reduce the port government pricing and operating service charges, promote the optimization of the port business environment, and promote the logistics industry and industrial chain Coordinated resumption of work and production. The relevant matters are hereby notified as follows: 

　　1. Reduce port government pricing and operating service charges 

　　From March 1 to June 30, 2020, the government-priced cargo port charges and port facility security fees will be implemented to reduce the two port operating service charges by 20%; the mandatory emergency response services and charges for non-tank cargo ships will be cancelled. Encourage localities to combine local conditions and increase fee discounts during the epidemic prevention and control period. Port operators must strictly implement the government's pricing management regulations, and adjust the names and charging standards of publicly announced charging items in a timely manner in accordance with this notice. 

　　2. Strengthening upstream and downstream cooperation 

　　In accordance with the principle of rule of law, strengthen the docking and collaboration between port and shipping companies and cargo owners, establish a fee reduction transmission mechanism, form a community of interests, and actively respond to the impact of the epidemic. Encourage port operators to continue to give preferential treatment such as reduction or exemption of warehouse yard usage fees to companies affected by the epidemic, especially small and micro enterprises, that have difficulty in picking up cargo. Guide liner companies to rationally adjust the price structure of shipping charges and encourage the use of lump-sum charging. 

　　3. Maintain a good market order 

　　Transportation (ports, maritime affairs) management departments at all levels should strengthen international shipping and port market supervision, investigate violations in accordance with the law, and cooperate with relevant departments to investigate and deal with, further regulate shipping and port charges, and consolidate the effectiveness of fee reduction measures. Local transportation (port) management departments and price authorities at all levels must strengthen policy publicity, communicate this notice to relevant operators and units in a timely and accurate manner, and urge port and shipping enterprises and relevant units to earnestly implement the list of port operating service charges and Publicity system.
